Do eBay parcels to Lithuania go through customs?
Every eBay parcel from outside the EU now meets Lithuanian customs — the €150 de-minimis exemption ended across the EU on 1 July 2026. When the sale runs through eBay's IOSS-registered checkout and the order stays at or under €150, the maths is short: €3 of duty per distinct HS6 tariff line, with Lithuanian VAT at 21% already collected when you paid on the site.
Deliveries typically come through Lietuvos paštas, and buyers often finish the declaration in the post's self-service portal — a few minutes if the parcel carries proper IOSS data, considerably longer when a private seller shipped without it. In the non-IOSS case the parcel owes the standard tariff for its HS code plus import VAT before LP EXPRESS releases it, and the post adds a handling charge.
One habit to drop when buying from individuals abroad: a paid deal is never a gift. Lithuanian customs limits the €45 gift relief to free person-to-person shipments, so an eBay invoice always means the commercial rules apply.

Worked example
A three-item order makes the line-counting rule visible: a €24.90 watch plus two phone accessories at €4.60 each, shipped for €5.90 — €34.10 of goods in total. Three items, but only 2 HS6 headings, because both accessories share one line. Duty: 2 × €3 = €6. VAT of €8.40 was included in the eBay checkout total, Lietuvos paštas handling typically adds €0–€8, and the parcel's realistic all-in cost is €54.40–€62.40, with €6–€14 falling due around delivery.

Frequently asked questions
- Do I have to declare an eBay parcel in the Lietuvos pastas self-service portal?
- Often, yes. If the parcel arrives with complete IOSS data, the declaration is usually pre-filled and takes minutes to confirm. If your seller shipped without IOSS, you will need to submit purchase details and pay the standard tariff plus import VAT at 21% through the portal before delivery, and the post adds a handling fee, typically in the €0–€8 range.
- How much duty does a small eBay order to Lithuania pay?
- On the IOSS path, €3 for each distinct HS6 tariff line in the parcel — a watch plus phone accessories is two lines, so 2 × €3, no matter how many accessories you add within that heading. This flat regime covers consignments up to €150 and runs until July 1, 2028, after which normal per-product tariffs take over.
- Is duty charged per item on eBay parcels to Lithuania?
- No. The charge is per distinct HS6 tariff line, which groups items of the same product type. Two identical phone cables: one line, one €3. A cable plus earphones: two lines, 2 × €3. Reports describing it as a per-parcel fee are wrong — a mixed parcel with several product categories pays several times €3.
- What if my eBay seller has no IOSS number?
- The parcel then clears under the standard rules: EU tariff rate for the HS code, import VAT at 21% on goods plus shipping plus duty, and the carrier's advancement fee. There is no flat €3 on this route. For some goods with low tariff rates the duty itself is small, but the VAT-plus-fee combination usually makes non-IOSS parcels dearer overall.
- Can a seller ship my eBay purchase to Lithuania as a gift?
- Not legally. Gift relief up to €45 exists solely for goods one private person sends to another without payment. Your eBay purchase has a transaction record, so declaring it as a gift misdeclares the import and risks fines and seizure. The honest cost on an IOSS sale — per-line duty plus prepaid VAT — is usually modest anyway.
