What does a Shein haul cost to import into Lithuania?
Shein parcels reach Lithuanian shoppers through Lietuvos paštas and its LP EXPRESS lockers, and since 1 July 2026 they arrive with a customs duty attached: a flat €3 for every distinct HS6 tariff line in the consignment. VAT at 21% is the unchanged part — Shein's IOSS checkout collected it when you ordered.
Because the duty counts categories rather than garments, Lithuanian fashion hauls are usually cheap to clear: several tops of the same knit type are one line. The subtlety worth learning is that knitted and woven clothing sit in different HS chapters, so a haul mixing both fabrics is a two-line order even with nothing but clothes in the bag.
The worked example below is exactly such a knitted-plus-woven basket: three garments, two fabrics, and a duty bill decided by the fabric split rather than the piece count.

Worked example
Two knitted tops at €5.85 each plus a €12.40 woven shirt, shipped for €3.95: €24.10 of goods and €3.95 postage. The knitted pair is one HS6 line, the woven shirt another — 2 lines, so duty of 2 × €3 = €6. The €5.89 of VAT at 21% never appears at the border because Shein charged it at checkout.
On collection — locker or doorstep — the amount due is €6–€14, the duty plus any handling within €0–€8, and the haul's complete cost is €39.94–€47.94.

You collect the parcel once the duty, €3 per HS6 tariff line, and any handling charge are settled. Locker delivery does not change what is owed, only where you receive the box.

- Yes — the flat per-line duty is transitional and ends on July 1, 2028. From then on, cheap imported clothing pays the EU's ordinary tariff rates via the Customs Data Hub, which on most garments amounts to more than the flat duty does now. The separate EU-wide handling fee remains a proposal without a set amount or date. Neither change is expected to make hauls cheaper.
