How much do you pay for Temu parcels in Lithuania now?
Lithuania is one of Europe's heaviest per-capita users of Chinese marketplaces, and Lietuvos paštas built a self-service declaration portal around that traffic. Since 1 July 2026 the routine changed: Temu's IOSS checkout still collects Lithuanian VAT at 21% up front, but a flat customs duty of €3 per distinct HS6 tariff line now lands on every consignment.
For most IOSS parcels the declaration is handled automatically and the duty is simply collected before or at delivery — through LP EXPRESS lockers as often as at the door. The portal matters more on the non-IOSS path, where you may need to confirm the declaration yourself and the charges follow the standard tariff instead of the flat duty.

Worked example
Say you order a €4.25 phone accessory and a €15.80 LED light with €2.50 shipping — €20.05 of goods plus €2.50 postage. Two different product types means 2 HS6 tariff lines, and at €3 per line the duty is €6. VAT of €4.74 at 21% was collected by Temu at checkout, so it never appears at the border.
What is left to pay on collection is €6–€14 — duty plus a possible €0–€8 handling charge — and the order's full cost comes to €33.29–€41.29.

Ten units of one product form a single line and pay €3 once. Two categories pay it twice. Splitting one mixed order into several parcels does not reduce the line count, so it does not reduce the duty either.
- What happens to Temu parcels in Lithuania without IOSS?
- Non-IOSS consignments skip the flat duty entirely and pay the standard EU tariff rate for their HS code under an H7 declaration. Lithuanian import VAT at 21% is charged on goods plus shipping plus duty, and Lietuvos paštas adds an advancement fee, typically in the €0–€8 range. You may also need to confirm the declaration in the post's self-service portal before delivery.
- Do I have to declare my Temu parcel myself in the LP self-service?
- Usually not. When Temu checks out via IOSS — the norm — the electronic data travels with the parcel, the declaration is automated and the duty is collected without any action from you. The self-service portal of Lietuvos paštas comes into play when data is missing or the seller was not IOSS-registered; then you confirm the declaration and pay charges there before the parcel is released.
- Will the flat duty on cheap parcels to Lithuania go away?
- It is scheduled to end on July 1, 2028 — but not in the shopper's favour. After the transition, low-value imports move onto the EU's normal per-product tariff schedule via the Customs Data Hub, and for most cheap goods those rates cost more than the flat duty does today. A separate EU-wide handling fee is also still under discussion; it is a proposal, not a current charge.
