What do eBay orders from outside the EU cost in Spain?

Spanish buyers use eBay heavily for electronics — phone accessories, earphones, spare parts — and most listings ship from outside the EU. Since 1 July 2026 no parcel enters duty-free: on orders up to €150 where eBay's IOSS-registered checkout handles the sale, Spain charges a flat €3 per distinct HS6 tariff line, with VAT at 21% already added to your basket total when you paid.

The seller decides which path your parcel takes. If they ship outside eBay's IOSS flow, the flat duty is replaced by the standard tariff for the HS code — for many electronics headings that tariff is actually zero, but import VAT and the carrier's advancement fee still apply, and non-IOSS parcels are exactly the ones with a reputation for sitting in aduanas while Correos waits on payment.

Also worth knowing before you bid: winning an auction from a private person is still a purchase. Spanish customs reserves the €45 exemption for free gift shipments between individuals, never for paid transactions.

Worked example

Run the numbers on an electronics order: a €12.40 phone accessory and €21.90 earphones, posted for €3.90. Goods add up to €34.30. Accessories and earphones classify under separate HS6 headings, giving 2 tariff lines and duty of 2 × €3 = €6. The €8.02 of Spanish VAT went onto your eBay checkout total, Correos handling typically adds €0–€8, and the true at-the-door figure is €52.22–€60.22 — of which only €6–€14 is collected at delivery time.

Frequently asked questions

How much customs duty does an eBay order to Spain pay?
For consignments up to €150 sold through eBay's IOSS-registered checkout, duty is a flat €3 per distinct HS6 tariff line — two product types means two lines and 2 × €3. Spanish VAT at 21% is collected when you pay on eBay. Non-IOSS shipments instead pay the standard tariff for their HS code plus import VAT at the border.
Why did my eBay parcel get stuck at Spanish customs?
Usually because the seller shipped without IOSS coverage. Those parcels need an H7 customs declaration, tariff assessment and import VAT collection before release, and Correos will not deliver until its advancement fee — typically in the €0–€8 range — and the taxes are paid. Clearance through aduanas on this path is known to be slow; IOSS-covered parcels avoid most of it.
Is the flat duty on eBay parcels charged per item?
No. It is €3 per distinct HS6 tariff line in the parcel. Three phone cases share one heading, so together they trigger a single €3. A phone case plus earphones is two headings, so 2 × €3. Counting lines rather than items or parcels is the detail most press coverage of the 2026 reform gets wrong.
Do I pay VAT on used electronics bought on eBay from outside the EU?
Yes. Spain applies 21% VAT to imported goods whether they are new or second-hand. On IOSS-covered eBay sales the VAT is charged at checkout on goods plus shipping; on non-IOSS shipments it is import VAT calculated on goods plus shipping plus any duty, collected by the carrier before delivery.
Does buying from a private eBay seller count as a gift in Spain?
No. The €45 gift allowance applies only to consignments a private person sends to another private person free of charge — birthday parcels from relatives, for example. An eBay transaction involves payment, so it is a commercial import regardless of whether the seller is a business or an individual clearing out a drawer.
