eBay order from outside the EU: what does delivery to the Netherlands cost?

Dutch shoppers searching for inklaringskosten after an eBay purchase usually want one number: what will PostNL ask for at the door? The answer depends on how the seller shipped. Since 1 July 2026 nothing enters the EU duty-free, and for orders up to €150 sold through eBay's IOSS-registered checkout, customs takes a flat €3 per distinct HS6 tariff line while Dutch VAT at 21% is settled inside your eBay payment.

PostNL charges its clearance handling on imports that arrive without taxes prepaid — which is precisely what happens when an individual seller ships outside eBay's IOSS flow. On that route the parcel owes the standard tariff for its HS code, import VAT on goods plus shipping plus duty, and PostNL's fee before delivery.

eBay's mix of business and private sellers creates one more trap: paying a private person for an item does not make it a gift. Gift relief up to €45 requires a free shipment between individuals, and an eBay checkout receipt rules that out by definition.
