Shein import costs in the Netherlands: duty, VAT and PostNL
For Dutch Shein shoppers the 1 July 2026 change shows up as a small PostNL charge where there used to be none. The mechanics: Shein's IOSS checkout already collects VAT at 21%, and customs now adds a flat €3 duty for each distinct HS6 tariff line in the consignment — collected at or before delivery, often alongside PostNL's handling charge on import parcels.
The line count is where fashion orders win or lose. Garments of one type share a single line; footwear does not sit with clothing in the HS system, so the popular top-plus-shoes combination is automatically a two-line, double-duty order. Dutch baskets skew toward exactly that mix.

Worked example
A €9.60 knitted top and €22.50 shoes with €4.50 shipping: €32.10 in goods, €4.50 in postage. Clothing and footwear are separate HS6 headings, so this two-item order spans 2 tariff lines — duty of 2 × €3 = €6. The €7.69 of VAT at 21% was collected by Shein when you paid.
PostNL collects €6–€14 at delivery (€6 duty plus handling within €0–€8), bringing the outfit's full price to €50.29–€58.29. All-clothing versions of this basket would have owed half the duty.

A parcel with a top and a pair of shoes is two lines — €3 twice — because footwear and clothing are different HS categories. Parcel count and item count are both the wrong mental model; category count is right.
- What if my Shein order ships from a seller without IOSS?
- Then the flat duty is replaced by the standard EU tariff for each product's HS code under an H7 declaration — for clothing usually a double-digit percentage, for footwear higher still. Dutch import VAT at 21% applies on goods plus shipping plus duty, and PostNL's advancement fee (€0–€8 typical) comes on top. That stack usually beats the IOSS path on cost, in the wrong direction.
- Do shoes from Shein really cost extra duty compared to clothes?
- They add a tariff line, which adds €3 on an IOSS order. Footwear occupies its own HS6 headings, separate from knitted or woven garments, so shoes alongside clothing always means at least two lines. On the non-IOSS route the difference is bigger: footwear tariff rates in the EU run well above typical clothing rates, so a non-IOSS shoe parcel is among the priciest low-value imports.
- Is this Shein charge the same as the EU parcel handling fee in the news?
- No — the news items describe a proposed EU-wide handling fee whose amount and start date have not been decided. What you pay today on a Shein parcel is the transitional customs duty of €3 per HS6 tariff line, in force until July 1, 2028, plus PostNL's own handling charge if one applies. Keep the three concepts apart: duty (customs), handling fee (proposal), carrier charge (PostNL).
