What import costs come with an Etsy order to the Netherlands?

Order a lamp from a maker in Seoul or earrings from a studio in Brighton and PostNL will be the one bringing the parcel — and since 1 July 2026, every parcel from outside the EU is dutiable on arrival in the Netherlands. Etsy softens the landing: as a marketplace it collects Dutch VAT at 21% on low-value imports at checkout, so what customs adds is the flat €3 per distinct HS6 tariff line for orders up to €150.

PostNL's clearance charges — the inklaringskosten Dutch shoppers search for — apply chiefly to parcels arriving without prepaid taxes. A properly IOSS-labelled Etsy parcel usually dodges the worst of them; a shipment where the seller bypassed Etsy's labels can attract the full treatment of tariff, import VAT and fees.

The one filter that beats every calculator: sellers dispatching from inside the EU. Their parcels never see customs, whatever the price.

Worked example

Numbers for a typical mixed basket: a €32.50 designer-style LED lamp and €11.90 imitation-jewellery earrings, one parcel, €4.40 shipping — €44.40 of goods. Lamps and jewellery occupy separate HS6 headings, so there are 2 tariff lines and the duty works out at 2 × €3 = €6. Etsy's checkout already included €10.25 of VAT; typical PostNL handling adds €0–€8. Realistic all-in price at the door: €65.05–€73.05, of which €6–€14 follows the parcel rather than the payment.

Does PostNL charge inklaringskosten on Etsy parcels?
Sometimes. When an Etsy parcel arrives with valid IOSS data — VAT at 21% prepaid at checkout — PostNL has little to advance and charges are limited to the per-line duty plus modest handling. When a parcel arrives without prepaid taxes, PostNL fronts the tariff and import VAT and bills you its clearance fee, typically €0–€8, before delivering.
Is the duty on an Etsy order to the Netherlands per parcel or per product type?
Per product type, technically per distinct HS6 tariff line. A lamp plus earrings equals two lines and 2 × €3; three pairs of earrings equal one line and a single €3. The number of parcels and the number of individual items are both irrelevant — only the count of distinct tariff headings sets the duty on IOSS orders up to €150.
Are Etsy digital downloads or EU-shipped items hit by these charges?
No on both counts. Digital products never cross a customs border, and physical goods dispatched from an EU country — a seller in Belgium or Germany, say — move freely to the Netherlands without duty, import VAT or handling fees. Customs charges only arise for physical parcels entering from outside the EU customs territory.
What do I pay if an Etsy seller ships to the Netherlands without IOSS?
The standard import route applies: the EU tariff rate for the product's HS code, Dutch import VAT at 21% calculated on goods plus shipping plus duty, and PostNL's advancement fee, typically in the €0–€8 band. No flat €3 per line on this path. If Etsy charged checkout VAT and the border charged again, reclaim via Etsy support with both receipts.
Will Etsy import charges to the Netherlands change after July 1, 2028?
Yes, in structure: the per-line flat duty is transitional and runs until July 1, 2028, when the EU Customs Data Hub takes over and low-value parcels shift to normal per-product tariff rates. VAT and carrier handling continue regardless. Most categories face equal or higher duty under full tariffs, so current rules are the gentler regime.
