Customs charges on Etsy orders delivered to Italy
Italian buyers treat Etsy as a source for one-off pieces you cannot find in shops — and many of those pieces travel from the US, the UK or Ukraine, which makes them imports in the eyes of Agenzia delle Dogane. Since 1 July 2026 no parcel from outside the EU enters free: up to €150, the duty is a flat €3 per distinct HS6 tariff line, and Etsy already collected Italian VAT at 22% when you checked out.
Italy's customs authority is notably strict about declared values, and small Etsy shops occasionally fill in shipping forms casually. A declaration that does not match the Etsy invoice can trigger reassessment and hold the parcel for weeks — worth messaging the seller to declare the real price, which with prepaid VAT costs you nothing extra anyway.
Poste Italiane delivers most of these parcels and applies its handling charge where amounts remain to be collected; the craft origin of the goods never reduces the bill.

Worked example
Consider a mixed order: a €21.30 artisan-style necklace and a €18.40 set of resin kitchenware, sent as one parcel for €5.90 — goods €39.70. Necklace and kitchenware sit in different HS6 headings, so customs sees 2 tariff lines: 2 × €3 = €6 of duty. The €10.03 of VAT was folded into the Etsy checkout; Poste Italiane handling typically adds €0–€8. Everything included, expect around €61.63–€69.63, with €6–€14 of it payable at the delivery stage.

Frequently asked questions
- Is there customs duty on handmade jewellery from Etsy to Italy?
- Yes. Italian customs classifies handmade jewellery under the same HS headings as any jewellery, so an order up to €150 from a non-EU seller pays €3 per distinct tariff line, with VAT at 22% collected by Etsy at checkout. There is no craft, artisan or small-business exemption in EU customs law.
- How is the flat duty counted when an Etsy parcel has several items?
- By distinct HS6 tariff line, never by item or by parcel. A necklace plus kitchenware spans two headings, so duty is 2 × €3; four necklaces span one heading and pay one €3 between them. This per-line mechanism is the most misreported detail of the 2026 reform — press summaries often wrongly describe a single per-parcel charge.
- My Etsy seller wrote a low value on the customs form — is that a problem in Italy?
- Yes, a real one. Agenzia delle Dogane cross-checks declarations against evidence and can reassess the parcel at the true transaction value, recompute VAT at 22% and duty, and add penalties, holding delivery meanwhile. Since Etsy prepays your VAT anyway, an accurate declaration does not raise your costs — ask sellers to declare the invoice price.
- What does a non-IOSS Etsy shipment to Italy cost?
- Without IOSS coverage there is no flat per-line duty. The parcel pays the standard EU tariff rate for its HS code, then import VAT at 22% on the sum of goods, shipping and duty, plus Poste Italiane's advancement fee — typically €0–€8 for postal parcels. In many cases that total exceeds what the same basket costs via the IOSS route.
- Do I avoid Italian customs by buying from Etsy sellers inside the EU?
- Completely. Parcels dispatched from another EU country circulate freely — no duty, no import VAT, no customs handling fee, no forms. Filtering Etsy listings by the seller's dispatch location is the single most effective way to keep total costs down, since the July 2026 rules only bite on goods entering the EU from outside.
