Shein customs charges in Italy: what lands with the parcel
Italian Shein orders meet two forces at once: the EU's flat €3-per-tariff-line duty in force since 1 July 2026, and Agenzia delle Dogane's hard line on undervalued fashion imports. The VAT side is quiet — Shein's IOSS checkout charges Italy's 22% up front — but the duty depends entirely on how many distinct HS6 lines your haul spans.

Worked example
A €16.90 woven shirt plus two imitation-jewellery pieces at €4.15 each, with €2.95 shipping — €25.20 of goods and €2.95 postage. The two jewellery items share one HS6 code and the shirt has another, so three items compress into 2 tariff lines: 2 × €3 = €6 duty. VAT of €6.19 at 22% was settled at Shein's checkout.

For clothing this route almost always exceeds the IOSS cost.

Agenzia delle Dogane checks low-value fashion consignments for understated prices, and a parcel whose declared value looks inconsistent with its contents can be held and reassessed on a corrected value, with charges recalculated. Genuine Shein receipts reflect genuinely low prices, so honest declarations normally pass — but build in extra days whenever a parcel is selected for a check.
- Will Shein parcels to Italy cost more after the flat duty ends?
- That is the likely direction. The per-line duty is transitional until July 1, 2028; afterwards low-value imports pay the EU's regular product tariffs through the Customs Data Hub, and clothing tariffs on even a cheap garment typically amount to more than the flat duty. The proposed EU handling fee on small parcels, still undecided, could add further cost on top.
