Temu customs fees in Italy: how the new charges add up

Italy applies the same EU-wide rule that started on 1 July 2026, with a local twist: Agenzia delle Dogane is notoriously strict on undervalued declarations, and cheap direct-from-China parcels get exactly that scrutiny. A Temu order through IOSS has Italian VAT at 22% settled at checkout and owes a flat €3 customs duty per distinct HS6 tariff line on arrival.

Poste Italiane delivers most Temu parcels and collects the outstanding duty, occasionally with a handling charge in the €0–€8 range. Because Temu baskets typically mix categories — accessories, lighting, toys — Italian shoppers routinely see two or three tariff lines per order, which is why the charge on the doorstep varies from parcel to parcel.

Worked example

Combine a €5.45 phone accessory, an €8.90 LED light and a €12.30 toy with €1.90 shipping: €26.65 in goods, €1.90 in postage. Three product types is three HS6 codes, so the duty is 3 lines × €3 = €9. Temu already charged €6.28 of VAT at 22% when you paid.

Poste Italiane will want €9–€17 before handing over the box — the duty plus any handling in the €0–€8 band — for an all-in cost of €43.83–€51.83. Had all three items been the same product, the duty would have been a single €3.

Do Temu parcels get charged by Italian customs now?
Yes, every one. Since 1 July 2026 there is no customs exemption below €150. Temu's IOSS checkout collects Italian VAT at 22% up front, and a flat duty of €3 per distinct HS6 tariff line is due on import, normally collected by Poste Italiane at delivery together with any carrier handling charge.
Is Temu's customs duty in Italy charged once per order?
Only if the whole order is one product type. The duty is €3 per distinct HS6 tariff line, so an order of four identical phone grips pays one €3, while an order mixing a grip, a lamp and a toy pays three. It is never a flat per-parcel amount — the category count inside the box decides the bill.
What does a non-IOSS Temu order cost in Italy?
Without IOSS the flat duty vanishes and the ordinary rules take over: the standard EU tariff rate for the product's HS code under an H7 declaration, Italian import VAT at 22% on goods plus shipping plus duty, and a carrier advancement fee — €0–€8 for postal, €5–€20 for couriers. For tariff-heavy goods such as clothing, this path is usually the more expensive one.
Why do Italian customs check cheap Temu parcels so closely?
Agenzia delle Dogane actively targets undervalued declarations, and ultra-cheap consignments are the classic red flag. If the declared value looks implausible, the parcel can be held, reassessed or charged on a corrected value. Since the price on a Temu invoice is genuinely low, honest declarations normally clear fine — but expect delays whenever a parcel gets pulled for a value check.
Will the per-line duty on Temu orders to Italy stay at this level?
The flat duty is transitional: it applies until July 1, 2028, after which normal per-product EU tariffs replace it via the Customs Data Hub. Most cheap consumer goods carry tariff rates that work out above the flat duty, so the realistic expectation is higher landed costs after the transition. There is also a separate EU handling fee still under discussion — not yet in force.
