Shein import charges in Germany: haul maths after July 2026
A Shein haul has a structural advantage under the EU's new duty: fashion orders pile many garments into few HS6 tariff lines. Since 1 July 2026 the flat €3 customs duty applies per distinct line, so five knitted tops still form a single dutiable line, while German VAT at 19% continues to be collected at Shein's IOSS checkout.
Delivery runs through Deutsche Post/DHL after Zoll presentation, and because Shein consignments arrive with prepaid VAT, most clear without drama — the duty plus any handling in the €0–€8 range is collected on the doorstep. The trap is the accessory add-on: a belt or necklace tossed into a clothing order opens a second tariff line and a second €3.

Two knitted tops at €7.90 each plus a €3.60 piece of imitation jewellery, with €3.90 shipping: €19.40 of goods, €3.90 postage. The tops share one HS6 code, the jewellery has its own — 2 tariff lines in total, so the duty is 2 × €3 = €6, not three times. The €4.43 of VAT at 19% was charged when you checked out.
On delivery Deutsche Post collects €6–€14 (€6 of duty plus a handling charge somewhere in €0–€8), putting the haul's true cost at €33.73–€41.73.

- Then the flat duty is off the table and the parcel pays the standard EU tariff instead, under an H7 declaration. Clothing tariffs commonly run in the double digits, import VAT at 19% is charged on goods plus shipping plus duty, and the carrier adds an advancement fee — typically €0–€8 by post. For apparel this non-IOSS route is almost always more expensive.
- How do I keep customs charges low on a Shein order to Germany?
- Concentrate the order in fewer categories. The duty counts distinct HS6 tariff lines, so an all-clothing basket may sit at one or two lines, while scattering in jewellery, bags and shoes multiplies lines at €3 each. Splitting an order into more parcels does not help — each parcel's lines are counted wherever they are. The VAT at 19% is unavoidable either way.

- No, these are two different things. The €3 per tariff line is a customs duty in force since 1 July 2026 and transitional until July 1, 2028.
