How much customs do you pay on Shein hauls in Spain?

Spain's Shein shoppers place some of the most clothing-pure baskets in Europe, and under the post-July-2026 rules that is the cheapest shape an order can take. The flat €3 customs duty counts distinct HS6 tariff lines, so a haul of same-type garments is a single line no matter how many pieces it holds. VAT at 21% stays where it was — collected by Shein at checkout via IOSS.

Correos delivers the parcel and collects whatever remains due, typically the duty plus a handling charge inside the €0–€8 range. The slow-clearance stories from aduanas mostly belong to the non-IOSS world, where a full tariff calculation and import VAT apply instead of the flat duty.

Worked example

Three knitted tops at €6.40 each with €3.50 shipping: €19.20 of goods, €3.50 postage. All three share the same HS6 heading, so the entire haul is 1 tariff line — the duty is a single €3, €3 in total, exactly what one top alone would have triggered. The €4.77 of VAT at 21% was included at checkout.

At delivery, Correos collects €3–€11 (€3 duty plus anything in the €0–€8 handling band), for a real total of €30.47–€38.47. Swap one top for a pair of shoes and the duty would double.

Yes, since 1 July 2026 every consignment does. On a normal Shein order the marketplace collects Spanish VAT at 21% at checkout through IOSS, and customs charges a flat €3 per distinct HS6 tariff line in the parcel. An all-clothing haul of the same garment type is one line — €3 once — collected by Correos at delivery, sometimes with a small handling fee.
If I order 10 items from Shein, do I pay the duty 10 times?
Not unless they are 10 different kinds of product. The duty follows distinct HS6 tariff lines, not items: ten knitted tops are one line and one €3, while a mix of tops, a woven dress, shoes and jewellery could reach four lines and four times €3. The per-line rule is the single most misreported fact about the 2026 change.
What if the Shein parcel comes without IOSS to Spain?
Then no flat duty applies — the consignment pays Spain's ordinary import charges instead: the standard EU tariff for its HS code (clothing usually carries a double-digit rate) via an H7 declaration, import VAT at 21% on goods plus shipping plus duty, and Correos' advancement fee, typically €0–€8. Clearance through aduanas also tends to take longer on this route.
Does Correos charge a handling fee for Shein parcels?
It may. Carriers can charge for presenting parcels to customs and collecting import charges; the typical postal range in our seed data is €0–€8, and express couriers such as SEUR or DHL run €5–€20. The fee is set by the carrier, not by Spanish customs, and IOSS parcels with VAT prepaid often see the low end of the range — or nothing at all.
Is the €3-per-line duty on Shein orders permanent?
No. It is a transitional arrangement in force until July 1, 2028, after which the EU's normal per-product tariff rates apply to low-value parcels through the Customs Data Hub. Since apparel tariffs typically exceed what the flat duty costs on a cheap garment today, Shein hauls are more likely to get dearer than cheaper when the transition ends.
