Do you pay customs on Temu orders in Spain?

Spanish shoppers on Temu got used to nothing extra arriving with the parcel. That ended on 1 July 2026: with the €150 exemption gone, an IOSS order now carries a €3 customs duty for each distinct HS6 tariff line in the box, while Spanish VAT at 21% continues to be charged at checkout.

Correos handles the postal leg, and Spain's aduanas have a reputation for slow clearance when a parcel needs a full declaration — which is exactly what happens on the non-IOSS path. IOSS parcels move faster because only the duty remains to settle, usually collected on delivery along with any handling charge in the €0–€8 band.

Worked example

A €13.65 LED light plus two plastic kitchen items at €4.20 each makes €22.05 of goods, shipped free (€0). The two kitchen pieces share an HS6 code, so despite three items there are only 2 tariff lines: 2 × €3 = €6 duty. The €4.63 of VAT at 21% was already inside your checkout total.

How much customs do I pay for a Temu order to Spain?
For a normal Temu order (IOSS checkout, goods worth up to €150), the duty is €3 multiplied by the number of distinct HS6 tariff lines in the parcel — one product type costs €3, three different types cost three times that. Spanish VAT at 21% was already collected when you paid, so the duty and any carrier handling fee are what remain at delivery.
Is the new duty charged per parcel or per item on Temu?
Neither. It is charged per distinct HS6 tariff line — per product category, roughly speaking. Five identical phone cases form one line and owe one €3. A phone case, a lamp and a toy form three lines and owe €3 each. Mixed baskets, which Temu encourages, are the expensive kind; multiples of the same thing are not.
What if my Temu parcel to Spain comes from a non-IOSS seller?
Then there is no flat duty at all. The consignment is declared under H7 and pays the standard EU tariff rate for its HS code, plus Spanish import VAT at 21% on goods, shipping and duty combined, plus Correos' advancement fee — typically in the €0–€8 range. Clearance through aduanas is also slower on this route, and the total often ends up higher.
Why was my Temu parcel stuck in Spanish customs?
Non-IOSS consignments and parcels flagged for checks need a fuller declaration, and Spanish customs processes those more slowly than prepaid IOSS traffic. If Temu collected VAT at checkout — the norm — most parcels clear quickly and only the per-line duty plus any €0–€8 handling charge is collected at delivery. Persistent holds usually mean a declaration or data problem, which the carrier resolves with customs.
Do Temu orders over €150 to Spain work differently?
Orders above €150 in goods value were never part of the de-minimis regime, so 1 July 2026 changed nothing for them. They pay the EU's normal tariff rate for each product's HS code plus import VAT at 21%, with shipping apportioned into the customs value, and usually a higher carrier clearance fee. The flat per-line duty applies only at or below €150.
