What changed on 1 July 2026
The EU scrapped the €150 customs exemption (Council Regulation (EU) 2026/382). Low-value parcels from IOSS-registered sellers now owe a flat €3 customs duty per product category — per distinct HS6 tariff line, not per parcel. Parcels from non-IOSS sellers pay the normal tariff rate instead. Import VAT and carrier fees work as before. The flat duty is transitional until 1 July 2028; then full tariffs apply.
Five things the press keeps getting wrong
- “It's €3 per parcel”
- It's €3 per distinct HS6 tariff line inside the parcel. A phone case + a t-shirt + a toy in one box = 3 lines = €9.
- “Every cheap parcel pays the €3”
- Only parcels from IOSS-registered sellers. Without IOSS you pay the standard tariff rate for the product instead — which can be more.
- “The €3 is that new EU handling fee”
- No. A separate EU-wide handling fee on low-value goods is still only a proposal — amount and start date expected autumn 2026.
- “It's permanent”
- Transitional until 1 July 2028. After that, normal per-product tariffs apply via the EU Customs Data Hub — costs likely go up, not away.
- “Orders over €150 are hit too”
- Orders above €150 were never duty-free, so 1 July 2026 changed nothing for them.
